Vehicle Emission Results in Westchester Were Faked

It turns out that dozens of auto shops in Westchester, Long Island, and New York City have been issuing false vehicle emissions test results, green-lighting nearly 21,000 cars and trucks to drive on the roads when they may not, in fact, truly have passing grades. The State Department of Environmental Conservation have found about 40 inspection sites to date that were issuing certificates for untested vehicles.
