Top Chef Meals. The Elmsford-based business (topchefmeals.com) delivers freshly prepared, low-cost, low-sodium gourmet meals to county home-bound disabled and senior citizens who are unable to cook for themselves, can’t afford regular take-out, but don’t meet the stringent requirements for the free program.
Anna Regan. The Greenburgh mom did some savvy sleuthing after items turned up missing in her home. Suspecting her nanny, she canvassed pawnshops in her nanny’s neighborhood in Mount Vernon and discovered some of her stolen belongings up for sale.
Yonkers Police Officer Kevin MacDonald, Westchester County Police Officers Gerard Cole, and George Ruiz, and Detective Kenneth Perry. They risked life and limb to save Ricardo Tedesco (below).
LOSERS

New York State Department of Transportation. In response to the ongoing cash crunch, the DOT is threatening to suspend the $150 million I-287 reconstruction project (as if you could tell whether it’s suspended or not already).
Ricardo Tedesco. The Yonkers resident touched off a massive (not to mention expensive) rescue effort on his behalf after he purposely evaded barricades closing off the Bronx River Parkway due to flooding, and wound up getting caught in the flood (and submerged up to his neck) in his pickup truck.
