New Rochelle: Heritage Homes
The aging Hartley House complex in New Rochelle, an affordable housing complex located at Brook Street and Winthrop Avenue, is undergoing a long awaited, much needed renovation. It entails tearing down the old buildings and replacing them—in three stages—with brand-new units, plus a rename to erase the negative stigma attached to Hartley House. The first stage was a $37-million project that’s already complete (it was built on a nearby baseball field) and occupied. The second stage is a $20-million development comprising 56 units (mostly two bedrooms) in five townhouse-style buildings. The third stage will have 42 (mostly) three-bedroom units. Minimum income requirements are as follows: $28,185 for studios; $30,185 for one-bedroom apartments; and $36,246 for two-bedroom apartments.
White Plains: Westchester Pavilion
If you haven’t been to the Westchester Pavilion in a while, you’re not alone—it’s 185,000 square feet of commercial space, smack in downtown White Plains, is largely abandoned. That’s why its owners, Urstadt Biddle Properties, have submitted a proposal to rezone the space from commercial to residential mixed-use. The idea is to demolish the existing structure, which was built in the 1950s, and build a luxury apartment complex with first-floor retail space, a gym, underground parking, and about 600 residential units.
Mount Vernon (Fleetwood):
The Alexander Development Group and The Bluestone Organization are vying to jointly develop what is currently a parking garage across from the Fleetwood Metro-North Station. The plan is to turn the 434-car parking garage (which only houses about 130 cars at peak hours, and, according to developers, loses about 95 cents per spot each day for the city) into a mixed-use building. The proposed 18-story building has more than 12,000 square feet of retail space, plus 249 residential units that developers say would attract higher income residents and boost Mount Vernon’s tax base.
