Rye resident Tony Spring has been appointed Chairman and CEO of Bloomingdale’s. With more than 25 years’ experience, he was named president and chief operating officer of the company in 2008, with responsibility for Bloomingdale’s stores, marketing, creative services, finance, operations, and restaurants.
The Bristal at White Plains, an assisted-living community that offers memory care, has appointed Nancy Nshiewat as director of community relations. Prior to joining The Bristal, Ms. Nshiewat was the director of sales at Sunrise Senior Living in Fleetwood.
Tarrytown House Estate and Conference Center has added three new managers to its sales team: Carol Hodges, as CMP national sales manager; Roxanne Day, as CMP sales manager; and Michelle Meehan, as sales manager handling the local market. Hodges has experience as the director of marketing & revenue management at Sheraton Brooklyn; Day has experiences as the catering sales manager at Lowes Regency; and Meehan’s most recent position was as a manger in training at the Carolina Inn.
White Plains-based Debt Resolve, Inc., a provider of patented Internet technology that offers creditors one-to-one, online payment, negotiating, and settlement solutions for all types of consumer receivables, announced that Stanley E. Freimuth has assumed the role of interim chief executive officer through at least the end of this year. He was formerly the managing member and founder of Claremont Ventures LLC, a consulting firm that has provided operational guidance, strategic planning, and management services to early-stage growth companies.

The Child Care Council of Westchester—a nonprofit resource organization that works to ensure children in Westchester have access to quality early care and education—has added Korey R. Kross, April Lasher Sanders and Sue D’Emic to its board of directors.
- Kross is a managing director at Clarfeld Wealth Strategists and Financial Confidantes. He leads the income tax division, managing the process, delivery, and administration a tax-compliance practice.
- Sanders is a vice president and senior business banker at M&T Bank’s Tarrytown regional headquarters, where she counsels, educates, and advocates for clients and prospects.
- D’Emic is the senior vice president, controller at Time Inc. She’s responsible for all accounting, financial reporting and treasury operations.

More than 500 guests from Westchester County’s arts and business community were on hand November 16 for the Annual ArtsWestchester Gala in White Plains. First Niagara and David V. Ring, managing director of Enterprise Banking were honored as exemplary supporters Westchester’s arts. Mr. Ring and First Niagara received the Corporate Honoree Award. As Secretary of ArtsWestchester’s Board of Trustees, Mr. Ring has played a prominent role in ArtsWestchester’s strategic planning process and in its efforts to build community awareness of the economic and intrinsic value of the arts.

TD Bank has provided $32 million in financing for the construction of a new athletic and arts center at The Masters School, a coed college prep school. On behalf of the school, the bank purchased a fixed-rate, tax-exempt bond issued by the Dobbs Ferry Local Development Corporation.
The Westchester Bank’s White Plains branch recently celebrated its fourth anniversary. It celebrated with its most recent financials, according to the company, reflecting more than $420 million in total assets, $333 million in deposits, and $316 million in loan outstanding.
Citing more than 200,000 Westchester County residents who have difficulty affording food, a new campaign, Food Bank for Westchester’s annual Check-Out Hunger, encourages residents to donate a few extra dollars during their grocery shopping this holiday season. The effort promotes awareness benefits more than 200 hunger relief agencies and food pantries in Westchester. The campaign is underway at regional grocery stores, including A&P, Balducci’s, DeCicco’s, Fairway, Pathmark and ShopRite.
Finch’s Drugs, a fixture at the Rye Ridge Shopping Center in Rye Brook, will close at the end of the month after more than 65 years in business.

COUNTY CONFIRMS TOP CREDIT RATINGS
PLUS: Proposed Astorino budget holds taxes steady while New York State Development Grant supports expansion at PepsiCo.
Standard & Poor’s and Fitch Ratings have separately confirmed Westchester’s AAA credit ratings, citing that the county government continues to be managed in a fiscally sound manner. The announcement from the agencies comes as the county government prepares to go to the bond market Nov. 26 to sell $64.1 million in long-term bonds to pay for a variety of capital projects. The third agency, Moody’s Investment Services, gave the county its second-highest rating: Aa1. All three agencies gave the county a “stable” outlook. In its report, Fitch credited the county with maintaining a diverse economy, progress on labor negotiations and manageable debts, among other factors. Standard & Poor’s, in its affirmation of the AAA rating, cited the county’s “strong management” coupled with having “good financial policies and practices in place.”
As the county’s credit ratings earn high marks, County Executive Robert Astorino released a proposed Westchester County budget for 2014 with no increase in the county tax levy – marking the fourth year in a row that Astorino has submitted a balanced budget that preserves essential services without increasing taxes.
As the year winds down, New York State will boost Purchase-based PepsiCo’s bottling division with an economic development grant of up to $4 million. Empire State Development officials said the funded projects are expected to create more than 1,430 new jobs and retain more than 2,350 jobs throughout the state. PepsiCo Inc. will apply the state grant toward renovation costs and machinery and equipment purchases as part of its $12.6 million Somers headquarters expansion.
