The City of New Rochelle is moving forward with its plan to make parking more efficient throughout the city. Earlier this month, it announced the transition of its pay-by-cell parking and permit holder app from ParkMobile to Passport.
If you are a frequent traveler around Westchester, you may already be familiar with the parking app. It has a significant presence in White Plains, Port Chester, Rye, Larchmont, Pelham, Greenburgh, Mount Kisco, and Ossining.
The change went into effect on May 1 and, for the convenience of residents and visitors, the city is allowing a 30-day migration period. During the month of May, both apps Passport and ParkMobile will accept payment. To ensure that those parking on the streets of New Rochelle are aware of the transition, there will be ample campaigns for residents and businesses to download the apps and input their information.
“The transition of the city’s pay-by-cell and permit parking system from ParkMobile to Passport will improve customer service, enhance the efficiency of our public parking operations, and simplify communication with public users,” says Mayor of New Rochelle Yadira Ramos-Herbert. “Together with my City Council colleagues, we are always seeking new ways to provide more convenience for our residents, businesses, and visitors.”

The app change is part of a larger, long-term effort implemented by the city to introduce a new and more efficient payment option that will streamline the payment and parking process. The newly introduced app, Passport, offers its users lower fees for public parking within New Rochelle’s 10 public parking lots, four garages, and on-street parking spaces for both transient parkers and permit holders.
Passport users must download the app on their smartphone and input their car information, payment information, and parking zone to complete the transaction. For convenience, all pay-by-cell zone numbers will remain the same during the transition, and the 6442 on-street zone will be divided into three new zones.
“Recognizing the need for the public parking to transition from one mobile payment app to another, the city will have a 30-day period when ParkMobile will run concurrently with Passport, along with extensive public notification through signage at our facilities and information on our website and social media,” says New Rochelle Commissioner of Development Adam Salgado.
