In late July, downtown New Rochelle officially welcomed a new addition. RXR, the master developer behind the transformation of the area, celebrated the grand opening of Two Clinton Park. It’s the newest and most luxurious residential tower in its portfolio with 390 state-of-the-art apartments and extensive amenities.
RXR was selected to revitalize the downtown a decade ago in an effort to create a bright and expansive future for the city. Today, New Rochelle is the fastest-growing city in Westchester County and a recently designated pro-housing community by New York State Governor Kathy Hochul. The completion of the latest project marks an important milestone in the development of the downtown.
“New Rochelle is committed to cultivating a vibrant neighborhood through a mix of innovative housing and retail strategies,” says City of New Rochelle Mayor Yadira Ramos. “Two Clinton Park stands out as a cornerstone in this strategic vision, offering high-quality apartments with stunning views and premier amenities alongside thousands of square feet of retail space.”
Ramos says that the project’s proactive approach is helping meet growing housing demands and accelerating development. This is largely due to RXR, which has been working with the city for more than a decade.
The apartments range from studios to three-bedroom penthouses while the tower boasts nearly 24,000 square feet of premier amenities and over 7,500 square feet of retail space. That means residents can enjoy stunning views, spacious layouts, and high-end finishes.
“Clinton Park offers a consummate living experience,” says Whitney Arcaro, Executive Vice President and Chief Revenue Officer, RXR Residential. “It’s the quality of the apartment units themselves, coupled with beautiful amenities that allow for someone to enjoy every last touch of what could arguably be five-star hospitality amenities that would otherwise be seen in a luxury resort, but all in a campus setting.”
The residential building is an extension of One Clinton Park, its sister residence which opened in 2022, and was awarded Best Adaptive Reuse and Best Community Amenities in Westchester Magazine’s Home Builders Awards. Amenities include landscaped terraces, pizza ovens, grilling, community lounges, a state-of-the-art fitness center with a yoga room, workspaces, and a library, just to name a few.
Clinton Park is also pet-friendly and offers a dog run and pet spa. There is even event programming like birthday events for resident pets to Halloween costumes for pets. Between 30-35% of residents in the RXR portfolio have pets.
Right now, Two Clinton is hovering around 20% of leases signed since the start, which was in May.
“It’s been a very good pace for us,” says Arcaro. “We are really proud of the community engagement that happens both from how we build community within the resident population itself and then with things like the summer event series.”
That series is a total of eight summer events that range from artist exhibits to learning about horticulture and planning, with still a few to go before summer’s end.
“We look to build real relationships and community within the whole New Rochelle community,” says Arcaro.
Two Clinton also stands out because of its retailers, including Golf Lounge 18 and Mosaic Day Spa, which can be frequented by both tenants and community members alike.
“We like to call ourselves more like curators than brokers,” says Allen Boulos, a licensed real estate broker for Evernest who helped place these retailers. “We don’t just give the spaces to the highest bidder. We look at what the tenant, development, and area needs and go that route.”
When it comes to this development, Boulos approached it with a lens of creating amenities for the tenants which encouraged both the developers to lease out spaces and tenants to be excited about living there. This includes the spa, golf lounge, a healthy meal prep vendor, and a brunch restaurant that has yet to be named. The retailers will start to open in the next few months to early next year.
“I’m excited for the community to experience it,” says Boulos. “So much is going on in New Rochelle. To see all the development going on is quite refreshing and I’m excited about it.”
As Two Clinton Park sees more and more retailers call its residence home in the next several months, the city is also gearing up for new revitalization efforts. Ramos says that in addition to the city’s ongoing housing creation efforts, it soon plans to launch a transformative, once-in-a-generation investment strategy to rejuvenate the downtown retail landscape through public realm improvements, enhanced accessibility, and tenant incentives.
“The goal is to create a vibrant, economically viable retail environment that attracts residents and visitors alike, setting a new standard for sustainable urban development and elevating the overall quality of life in New Rochelle,” says Ramos.
