William M. Mooney, Jr., was elected chairman of the Board of Directors of the CMS Bancorp, Inc., and CMS Bank (formerly Community Mutual Savings Bank). Mooney has been a director on both the company’s and the bank’s Boards of Directors since 2011. Mooney is the president of the Westchester County Association. Mooney’s long career in the banking industry has included positions with Union State Bank, Chase Manhattan Bank, Chemical Bank, and Citibank. Phelps Memorial Hospital Center, a 238-bed community hospital in Sleepy Hollow, has appointed six new members to its board of directors. They are Christy Joyce, MD, of Ossining, senior attending physician in internal medicine at Phelps since 1992; Briarcliff Manor residents Richard Peress, MD, director of the department of surgery at Phelps, and Louis Wachtel, chief executive officer and founder of Spectrum Realty Capital, Inc.; Kenneth Miller of Chappaqua, an attorney with the firm Otterbourg, Steindler, Houston & Rosen, P.C., in Manhattan; Diane Potter of Irvington, consumer marketing director for the Bonnier Corporation; and Rebecca Srole of Sleepy Hollow, senior vice president with Chase Healthcare Banking. Enea, managing partner of White Plains law firm Enea, Scanlan & Sirignano, LLP, is the newly elected chair of the Elder Law Section of the New York State Bar Association (NYSBA). A one-year term, this position involves overseeing the activities of about 2,800 member lawyers who practice in areas of elder law such as estate planning, wills and trusts, and Medicaid and Medicare advocacy.
