As New Rochelle continues to expand, the need for housing remains a central focus. Recently, LCOR, a development and investment company on the East Coast, released a first look at Allen, a 100% electric, luxury, and multifamily development coming to downtown New Rochelle.
The 28-story building, located at 247 North Avenue, is set to open later this summer for leasing. Allen will have 307 rental units, including 31 affordable apartments, plus retail and parking space. LCOR expects that the first move-ins will start in August and September of this year.

The building will be powered by “one of New York State’s largest geothermal systems,” shares a spokesperson from LCOR. Underground wells in vertical borehole systems will heat and cool the building. The company says this will eliminate the need for fossil fuel-burning equipment, which will significantly reduce the residence’s carbon footprint.
Anthony Tortora, the senior vice president and principal at LCOR, calls Allen a “pivotal milestone not only in the ongoing transformation of Downtown New Rochelle but also in our mission to create design-forward, environmentally responsible communities.”

Allen’s Design
Allen was designed by architecture firm Studio V, with interiors by Karen Asprea of Asprea Studio. Asprea explains that “the design for Allen was inspired by New Rochelle’s rich history and natural surroundings.” The apartments will have open layouts, views of the New York City skyline, and deluxe finishes.
Jay Valgora, the founder of Studio V, describes the architectural design as “a distinctive gateway to New Rochelle, offering a striking presence from the city’s train station. Our architectural design reinterprets the dramatic arches and curved forms of New Rochelle’s architectural heritage with contemporary forms and details.”
To Valgora’s point, the design is one that stands out within Westchester’s luxury apartment scene. During the creative process, Studio V made sure to focus on standout details that would wow residents.
“Angled concrete columns throughout the facade and interiors are both pragmatic and dramatic — organizing an efficient structure while offering a sculptural contrast to our composition of curved brick and asymmetrical arches,” Valgora adds.
In addition to the beautiful design features, residents will have access to a variety of amenities, including a fitness center with a yoga studio, coworking spaces, an outdoor pool, gaming areas, and a pet spa. “Allen, like all of LCOR’s developments, is built with the community in mind,” a representative from LCOR notes. As a result, LCOR views “Allen’s close proximity to New York City as an additional amenity for residents.”

A Prime Location in New Rochelle
New Rochelle was selected for development because of its access to transit, along with its strong infrastructure, and the city’s active revitalization efforts. LCOR aims to target both New Rochelle natives and professionals working in New York City seeking a quieter, environmentally responsible alternative to city living with Allen.
LCOR chooses sites to develop that are “transit-oriented, high-growth urban markets,” says the company’s spokesperson. This includes Coney Island, where LCOR completed 1515 Surf, New York City’s largest geothermal residential building.

1515 Surf provides us with a look at how Allen may function when it opens later this year. According to the 1515 Surf website, the geothermal system works by moving water between wells in the ground and the building. Since the ground remains at a constant temperature at all times, water that passes underground will warm up during the winter and release heat into the ground during the summer. This same system will be used for climate control and heating water at Allen.
Representatives from LCOR say that they have received positive feedback from 1515 Surf’s residents. They estimate that the geothermal system has reduced carbon emissions by 60%, which has lowered tenants’ utility bills and will lead to lower operating costs in the long run.
